Drivers in Borrowed Vehicles Must Prove They're Authorized to Use It

Guam - Naval Base Guam Security reminds persons of the regulations pertaining to driving a borrowed vehicle onto any Navy installation.

To obtain a vehicle pass, persons authorized to access the Navy base and who are driving a borrowed privately owned vehicle, must present either a
notarized statement from the owner, a lease agreement or a power of attorney stating permission to use the vehicle. The document must include the exact dates the vehicle use has been granted. In addition, the driver must present the car registration and insurance documents.

To obtain a vehicle pass, the documents can be presented at the Visitor Control Center (VCC) outside the Naval Base Guam front gate or on week-ends at the main gate. The VCC hours are Monday through Wednesday, 6:00 a.m. to 6:00 p.m.; Thursday, 6:00 a.m. to 6:00 p.m.; Friday 7:00 a.m. to 4:00 p.m.
