Navy Personnel Command Fleet Engagement Team meets Guam Sailors From U.S. Naval Base Guam Public Affairs

Hundreds of Sailors on Guam had the opportunity to learn how they can enhance their professional and personal development during Navy Personnel Command’s Fleet Engagement Team briefings held Feb. 17-19.

The briefings were aimed to give information to Sailors as well as provide them the opportunity to ask questions.

The team discussed how changes to the Career Management System-Interactive Detailing (CMS-ID), Limited Directed Detailing, Chief Petty Officer (CPO) Early Return to Sea, and Voluntary Sea Duty Program are all designed to ensure high-priority billets at sea are manned and how they affect communities like those in Guam.

Additional briefs focused on Navy force management initiatives including enlisted community health and recent changes to CMS-ID the web-based program enlisted Sailors use to review and apply for permanent change of station (PCS) orders.

The changes to CMS-ID are part of the Navy's coordinated effort to aggressively address gaps at sea and place Sailors with the right experience levels and skill sets into high-priority fleet billets.

During the visit, the team met with Sailors and spouses on U.S. Naval Base Guam, onboard USS Frank Cable (AS 40), at U.S. Naval Hospital, Fleet and Family Support Center, and Helicopter Sea Combat Squadron 25 hangar. One of the briefings, entitled Bees to Badges, focused on a target audience of Seabees.

“It was designed to take the overages of the Seabee community and apply that to the (shortages) in the Master-at-Arms community,” said Capt. Bruce Deshotel, Bureau of Naval Personnel head enlisted community manager. “That way those hard working Sailors and the Seabees who desire to continue their Naval service can be able to serve in the Navy in a different rating so that relationship kind of works out.”

Builder 3rd Class Alex Dibuisson attended the Bees to Badge brief to learn more about how he can advance his career.

“It opens up opportunitites for me,” Dibuisson said. “The presentation was very informative and it gave me more ideas and information to look for.”

The fleet engagement team travels to fleet concentration areas around the world in order to meet with Sailors and their leaders to provide the most current policy information and to gather feedback from the fleet.
