Bomb threats continue at Guam schools despite arrests

Guam schools have received at least 20 bomb threats during the past two weeks, causing disruptions on an island were thousands of U.S. servicemembers and their families reside.

Bomb threats at multiple off-base schools continued Tuesday even after a total of nine students were detained by police in connection with threats, Guam Police Department spokesman Paul Tapao told Stars and Stripes.

Oceanview Middle School, located near U.S. Naval Base Guam, was evacuated Tuesday afternoon following a threat, according to local news site The Guam Daily Post. Federal and local police responded to threats at five other schools Tuesday, the site reported.

Police took two minors into custody at Benavente Middle School on Monday in connection with a note found in a bathroom, while Roger Dean Barcenilla, 18, was arrested the same day at J.P. Torres Alternative school on an allegation of terroristic conduct, a third-degree felony, according to media reports.

On Friday, police said six students had been detained in connection with threats at two middle schools and one high school.

Thus far, there have been no reports of bombs or bomb-making materials found at any of the schools.

Guam schools superintendent Joe Fernandez sent a memo recently to administrators calling for several new measures, including added school grounds inspections and use of clear and mesh bags at threatened schools.

The school system is working with law enforcement agencies on developing a risk assessment system and what actions to take based on severity of the threat, according to Fernandez.

Guam’s military facilities, which include a large Navy base and Andersen Air Force Base, include Defense Department schools, which have not reported any threats; however, some military dependents attend Guam’s local schools as well.
