Public Comment Period extended for PA Memo, CRI email address back online

ASAN, Guam – The public comment period for the programmatic agreement (PA) memo regarding J-011 Base Administration and Communication Building, and J-025 Medical/Dental Clinic has been extended. The new deadline for comments is April 17. Interested members of the community may submit comments via email to

On April 3, a technical issue prompted an undelivered response to email submissions; the issue has since been resolved and the email address is fully functioning.

PA Memos provide an opportunity for interested members of the public to participate in the Section 106 consultation process required under the National Historic Preservation Act (NHPA).

The following PA Memo provides new cultural and natural resources information associated with planned construction projects and are available on the NAVFAC Pacific CRI webpage. Please note the URL is case sensitive.

J-011 Base Administration and Communication Building is a multi-story concrete building; J-025 Medical/Dental Clinic is a separate multi-story concrete building located south of the Base Administration and Communication Building. Both buildings are located in the main cantonment area of Marine Corps Base Camp Blaz previously prepared for vertical construction by J-001B Utilities and Site Improvements. Those without internet access may obtain a printed copy of this PA Memo from the Guam Historic Resources Division, located at 490 Chalan Palasyo, Agana Heights, 96910 (in the Department of Parks and Recreation Office).
