Senator Muña Barnes Finally Pushes Implementation of Guam’s Medical Cannabis Program
Hagåtña- December 2, 2016 – Patients will get a clearer idea of when they can begin accessing the medicine they need. Bill 343-33 amends the Joaquin “KC” Concepcion II Compassionate Cannabis Use Act of 2013 to incorporate new guidelines and provisions that aim to make the program stronger. The Bill passed today unanimously and heads to the Governor’s office for his signature.
“We have done our work, we listened to the community, we amended the Joaquin “KC” Concepcion Compassionate Cannabis Use Act of 2013 to be patient focused,” stated Senator Muña Barnes, “Let’s not get caught up in bureaucracy anymore, let’s get this program implemented.”
“We owe it to our people suffering from debilitating illnesses to allow them to safely access and use medical cannabis,” Senator Muña Barnes continues, “When another day goes by where our people cannot live with dignity, having to waste away taking handfuls of prescription medication and opioids when there is a clear alternative, then we are not doing the best for the people.”
“This legislature works to ensure that we fight for the highest quality of life possible for our people including giving them access to the highest quality medical care on island.” stated Senator Muña Barnes.
Bill 343-33 received tremendous outpouring of support from the public. Patient’s, advocates, and the community came out to provide input ensuring that those suffering will be able to continue receiving access to medical cannabis.
“Everyday, I get calls from patients asking when they can use this alternative,” stated Senator Muña Barnes, “we fail our people when implementation is not done.”
“We wouldn’t have gotten this far if it wasn’t for the patient advocates and nonprofits who work tirelessly, committed to seeing this through,” stated Senator Muña Barnes, “Un Dangkolo Na Si Yu’os Ma’ase to them and the staff of the Department of Public Health and Social Services as well as the Attorney General’s office. This is such an important initiative, I’m grateful for the work that they have done.”
