Operations Specialist 1st Class Wilbur Theis receives his certificate of appointment to first class petty officer by Rear Adm. Brent DeVore, commander, Joint Region Marianas, during a frocking ceremony at JRM headquarters, Dec. 12. During the ceremony, Sailors brought back the Naval tradition of “tacking on the crow,” which involves Sailors taking turns sewing a stitch onto the rank tab of a newly-advanced petty officer’s uniform, representing the equality of the new rank and the support offered to the petty officer.
